How do i set up an aquarium?

i have a ten gallon i would like to breed guppies in but i have never set up my own tank before. what basic supplies do i need? i have a heater and filter appropriate for the tank. and water testing kit. but what all do i need to do before i get the fish?
ive also heard you have to cycle it. is that with a new filter? how does it work and how long does it take?
